Launched under Modi government’s flagship ‘Digital India’ campaign, DigiLocker is a digital locker service that enables users to store their certain official documents on the cloud. Available for the Indian citizens, the cloud-based platform allows 10MB of free space to store documents issued by government agencies and minimise the usage of physical documents. How To Carry All Government Document In Your Mobile Phone?
1. Visit the Sign up page of Digital Locker
2. Enter your Aadhaar number in the Aadhaar Number box and click Use OTP button.
3. A one time pin (OTP) will be sent to your mobile through a SMS.
4. Enter this OPT in the OTP box and click Validate OTP button.
5. The application then asks you to create a username and password. Enter these details and click Submit button.
6. On successful registration you will see My Certificates page. You are signed up!
How can you upload documents in DigiLocker?
- Log-in into your DigiLocker account using the username and password that you had initially set.
- Click the upload icon to start uploading a document. Locate the file on your system and start uploading
- To assign a document type to your uploaded file, click ‘select doc type’. This will show a pop up with a drop-down selection of various document types. Choose the appropriate document type and click ‘save’.
- Only files in pdf, jpeg and png format can be uploaded.
How to download driving licence in your DigiLocker account?
- Login to the DigiLocker account.
- On the left-hand side, click on ‘issued documents’.
- The message shows a hyperlink on ‘Pull documents’. Click on that
- Select ‘Ministry of Road, Transport and Highways’
- Click ‘Driving Licence’
- You can search your licence by entering your licence number
- The document will be fetched once you give your consent
What are ‘issued documents’ and ‘uploaded documents’?
There are two types of official records that can be used in DigiLocker. Issued documents are the documents that are directly pulled into your DigiLocker account from registered government departments and agencies. A number of documents can be downloaded in the app from various authorities such as Aadhaar, PAN, driving license, vehicle registration number, LPG connection subscription vouchers, ICSE certificates, etc. to name a few.
What Is Digilocker?
Digital Locker is a key initiative under Digital India program. It aims at eliminating the use of physical documents and enables sharing of verified electronic documents across agencies. Digital Locker provides a dedicated personal storage space in the cloud to citizens, linked to citizen’s Aadhaar number. It will enable various organizations registered on Digital Locker to push certificates of citizens directly in their Digital Locker in electronic format. Citizens can also upload and securely store the scanned copies of legacy documents in Digital Locker. These legacy documents can be electronically signed using eSign facility. A citizen can share these electronic certificates online with various departments and agencies registered on Digital Locker while applying for the services provided by them. Thus, Digital Locker brings the citizens, issuers and requestors on one platform.
Advantages of DigiLocker
1. The Cost of Providing the Service: DigiLocker will gradually bring down the cost of providing the service by the govt. It will reduce the govt’s staffing requirement & other operational costs thus will bring the govt expenditure in control. Govt has set up a fiscal deficit target of 3.9% for FY 2015-16. It can be achieved either by increasing income or reducing expenditure. DigiLocker will help Govt to substantially cut down the cost of providing the service/expenditure. It cannot be done overnight but will take time. If successful, Govt will not need an army of staff to provide Citizen Services. 2. Quick turnaround time: Today it takes around 2 weeks to get new PAN card. Most of the people apply through agents which involve additional cost. Now imagine, the entire process is digital.
You applied for PAN online. Income Tax department will raise online request for documents required to issue PAN. You will eSign the documents through DigiLocker using Aadhaar e-KYC service. eSign is same as Digital Signature. The only difference is that you have to complete KYC requirement whenever you apply for Digital Signature.
In case of eSign, KYC of Aadhaar will suffice for eSign. E-signed documents will be received by Income Tax Department. Your PAN will be issued and appear in DigiLocker under “Digital Documents”. In short, any agency can request for your documents based on aadhaar. Instead of sending the physical copy you can send digitally verified copy stored as URI (Universal Resource Indicator) in DigiLocker. The agency can directly access your document from the central repository through URI. Documents can only be requested by the agencies who will register with Digital Locker System.
